Jeremy Stettler wears many hats in his job at Davis School District, just north of Salt Lake City, Utah. As project coordinator, he and his staff of 35 are responsible for various projects. Davis School District totals more than 11 million square feet of building space and continues to grow. He also serves as plumbing and mechanical inspector for ongoing construction projects within the district, including two 200,000-square-foot middle schools and two 100,000-square-foot elementary school buildings. Stettler performs plan reviews on the mechanical systems. The district works hard to keep its environmental impact to a minimum, whether it’s net zero or Energy Star buildings.

A licensed master plumber, Stettler traces back his career in the trades to a fateful service call.

“When I was 15, my mother’s sewer got plugged,” he says. “Not having much money, we called several plumbers from the phone book until we found one she could afford. Little did I know it would be the start of my career.”

The owner, Clark Browne, came to their home and Stettler took a keen interest in everything he was doing. Browne took time to explain things as he worked.

“I had no idea he was interviewing me, but at the end of the job he asked if I wanted a job being his helper,” Stettler says. “I jumped at the opportunity and worked after school every day for him for two years.”

Browne introduced Stettler to the local high school plumbing instructor, who helped him enroll in the apprenticeship program at Ogden Weber Applied Technical College at the age of 16. One of his instructors, Linc Talbot, worked for Davis School District and helped his “teacher’s pet” get a job as an apprentice plumber. He started the day after graduation and 30 years later is still employed with the district.

Stettler has since received his journeyman’s, master plumber’s and inspector licenses.

“Plumbing has given me so many opportunities I could never have dreamed of when I got started as a plumber’s helper,” he says. “I continue to be passionate about my craft through IAPMO.”

Brian Hamner is the Senior Plumbing Inspector for the City of Des Moines, Iowa’s capital, he started as a Plumbing Inspector there in 2007.

Born and raised in Winterset, Iowa, Hamner began his career as a sprinkler fitter with a small company for several years before switching to plumbing after some encouragement from his then future wife, Shannon. In 1996, he started with Cook Plumbing Corp., obtaining his Journeyman and his Master Plumbing licenses during his tenure. In 2005, he went to work for Golden Rule Plumbing and Heating before moving onto his current position with the city.

He is a certified IAPMO Plumbing Inspector and Plumbing Plans Examiner, and as an IAPMO member since 2013 he has been served on the UPC Answers and Analysis, Education and Training, Circuit Vent Ad Hoc, and the Chaired the Bathroom Design Committees since joining the association. He has served as the Chairman of the Plumbing, Mechanical, and Fuel Gas Committee for the Central Iowa Code Consortium, a group of 17 communities that have joined together to adopt codes for the Central Iowa metro area. He also serves as the Vice Chairman/Treasurer for the Iowa Chapter of IAPMO.

“I am truly honored to serve on the Board of Directors,” Hamner says, “it is an opportunity I will never take for granted. IAPMO is a great organization to be a part of. It is a world leader in plumbing and mechanical codes. I look forward to helping the association move forward in providing safe plumbing and mechanical systems, along with other services IAPMO has to offer.”

He and Shannon have been married since 1997 and have two adult children, Tobias, and Olivia. Hamner’s father worked for 33 years as a journeyman gas serviceman with the local gas union. He enjoys riding motorcycles, bow hunting, cooking, and spending time with his family.

Carlos Flores is the Division Manager of Plumbing Inspections for the city of Houston, a post he’s held since 2020. During his 29 years with Houston, he has served as an inspector, senior inspector, and assistant chief inspector.

A second-generation plumber and the oldest of three children, Flores got his start working during the summers with his father, himself a plumber for more than 40 years.

“He taught me the value of a good day’s work and to take pride in our craft,” Flores says.

A member of IAPMO since 2012, Flores serves on the IAPMO Answers and Analysis Committee in addition to his appointment to the Board of Directors. He is also an active member of the ASSE International Chapter of IAPMO and Plumbers Local 68 in Houston.

“I have enjoyed working with my fellow committee members and the knowledge I have gained has proven to be invaluable,” he says. “I am proud to be a part of IAPMO and play a small role in giving back to the trade that has served me and my family well.”

Flores and his wife of over 35 years, Diana, have three children — Thomas, Candace, and Dana.

In his free time, Flores enjoys golfing, fishing and photography.

President Steven Panelli is chief plumbing inspector for the city and county of San Francisco. As chief plumbing inspector of a large metropolitan city, Panelli has been directly involved in the conception and framework for water conservation, storm water management, and other environmental legislation and city polices.

Born and raised in San Francisco, Panelli attended Sacred Heart High School and graduated in 1989. Two days after graduation, he was given the opportunity to work for a family friend at Heiro Plumbing. He then applied to Local 38 and completed the apprenticeship program. Shortly after becoming a journeyman, he again had the privilege to work for one of the most respected companies in San Francisco, Servadei Plumbing.

Panelli was hired in 2000 as a plumbing inspector for the city and county of San Francisco and was subsequently promoted to senior inspector in 2005 and chief plumbing inspector in 2009.

“Without the support and professionalism of my inspectors and seniors, I would not be able to be the chief I am today,” he says. “They have always had my back no matter what and I appreciate all the hard work they perform every day.”

Panelli is an apprentice instructor for the JATC of Local 38.

A contributing member of IAPMO for many years, Panelli is always willing to volunteer his time to his IAPMO chapter and has been an alternate for the plumbing and mechanical technical committees. Panelli has represented San Francisco Local 38 and the Western Pipe Trades at IAPMO’s annual conferences, as well.

“I feel very fortunate to be a part of this organization and look forward to supporting my fellow Board of Directors members, IAPMO staff, and, of course, our association members in my new role as president,” Panelli says.

Besides his dedication to the plumbing industry, Panelli enjoys playing golf, bowling, pool, bocce and sometimes a friendly game of snooker. He would never have made it to where he is without the love, support and patience of his loving wife, Lorena. His children, Steven and Daniela, have always been two of the most important people in his life, as well.

Born and raised in St. Paul, Minnesota, Board Member Steve Fernlund graduated from St. Bernard’s High School in the spring of 1988 and decided to enroll in St. Paul Plumbers UA Local 34’s plumbing program that fall.

Now a 34-year member of Local 34, Fernlund spent 16 years at a service, remodel and small commercial shop, four years performing commercial and industrial work, and one year at St. Paul’s School District 625 before becoming a plumbing inspector with the city of St. Paul’s Department of Safety and Inspections in February 2008.

Fernlund has spent 12 years with IAPMO’s Minnesota chapter, six as an officer, and is a member of IAPMO’s UPC Answers and Analysis committee. A 10-year executive board member/vice president of Local 34, Fernlund serves as a plumbing instructor for Local 34 JATC.

“I’m excited to serve on the board and further my support of IAPMO’s world leading plumbing and mechanical codes, as well as its dedication to health and sanitation,” Fernlund said. “I am thankful for the support and patience given to me by my wife, Cindy, whom I married 28 years ago in September.” The Fernlunds have three children: Dominic, Brenden and Natalie.

Fernlund enjoys playing “old guy” hockey, snowmobiling and spending time with his family.

Eric Gilbreath has spent the past 25 years with King County, Washington, starting as a plumber and advancing to senior plumbing inspector, a role he as filled for the past six years.

He is also the 16-year president of UA Local 32: Plumbers and Pipefitters in Renton, Washington, where he has advanced the goal of bringing more inclusivity into the local’s membership.

In his spare time, Gilbreath is the proud grandfather of a sassy little 6-year-old granddaughter, father of three adult children, and husband to “a stubborn wife,” Kelly. When he’s not solving family crises, he enjoys cruising in one of his and Kelly’s two classic cars, boating and/or glamping with their friends.

“I am looking forward to working with the other board members, continuing to make IAPMO a great organization and representing the members of the northwest territory to the best of my ability,” he says.

John Nielsen serves as an executive officer/program manager for the Idaho Division of Occupational and Professional Licenses (DOPL). As an executive officer, Nielsen acts as the primary point of contact for his assigned boards, conducts research as requested by the board and administrator, helps troubleshoot issues, and recommends changes to rules and statutes for his assigned boards. Along with his executive officer duty, Nielsen also serves as program manager for plumbing and HVAC day-to-day operations and inspections.

A dedicated employee, Nielsen is service-minded and always looking for ways to streamline processes and meet the needs of the division’s customers. He enjoys being a resource to others in the division, as well as to the industry, residents, and contractors of Idaho.

After graduating high school from Gem State Academy in Caldwell, Idaho, Nielsen joined the U.S. Marine Corps and served as a structural mechanic / aerial observer-gunner on helicopters during the Desert Shield, Desert Storm and Somalia campaigns.

Returning to civilian life, he enrolled in the plumbing program at Boise State University and began his apprenticeship with Debest Plumbing in Boise. For 10 years, he rose from apprentice to journeyman to foreman, eventually supervising major construction jobs at hospitals, fitness centers, and cinemas around the Boise area.

In 2004, he was hired by the state of Idaho Division of Building Safety as a plumbing and HVAC inspector, ensuring code compliance, enforcing licensing and permits and making presentations before the Idaho Plumbing Board.

Nielsen is IAPMO certified as a plumbing inspector and plumbing plans examiner, and ICC certified as a mechanical inspector, mechanical plans examiner, energy commercial/residential inspector and plans examiner.

In his free time, Nielsen enjoys golfing, fishing for kokanee and hunting with his friends and family. He lives in Nampa, Idaho, with his lovely wife of 25 years, Judy, and has two beautiful, twin daughters, Skylar and Jayde.

“I want to thank all the members of IAPMO, IAPMO staff and fellow board members for giving me this opportunity to serve this great organization and help lead in future endeavors,” he says. “Without the friendships and support the staff and members have given me, I wouldn’t be where I am. Serving on the Board of Directors is an honor and a privilege I don’t take lightly and I’m proud to represent both IAPMO and the great state of Idaho.”

Brad Elliott is a combination plans examiner with the city of Las Vegas Community Development, Building and Safety Division, a role he has held for 12 years.

Elliott began his plumbing career in 1993 and obtained his Journeyman license in 1998. Over the years, he has excelled in various roles including foreman, estimator/designer, and project manager. His extensive experience spans a wide range of projects, from residential homes to multifamily buildings and commercial establishments, including notable sites like schools, municipal jails, City Center, and the North Las Vegas VA Medical Center.

An active leader in his field, Brad has served as a director on the Nevada Board of Plumbing Examiners since 2018 and was the chair of the IAPMO Southern Nevada Chapter in 2020-21. Recently, he served as co-chair on the 2024 UMC/UPC code committee that developed the Southern Nevada amendments, reprising a role he played on the 2018 code committee.

Elliott’s contributions have not gone unnoticed; he was named the city of Las Vegas Employee of the Month in May 2024 and received the IAPMO Southern Nevada Chapter’s 2023 Government Person of the Year award.

In addition to his plumbing career, Elliott served with distinction in the Nevada Army National Guard’s 72nd Military Police Company from 1992-2001. His service highlights include providing security at the 1996 Summer Olympics in Atlanta and assisting in the security of Europe’s only overseas military prison in Mannheim, Germany, during his annual training in 1998-99.

Outside of work, Elliott enjoys life with his wife, Angela, to whom he has been married for 25 years. He values her unwavering support, referring to her as his "ride or die." They have a daughter, Samantha, who is a second-year medical student at KCU Joplin Campus, and her husband, Charles — the ideal son-in-law — is a welder at Thermal Engineering International, Inc.

In his free time, Elliott indulges in fishing, hunting, going to the gym, and cheering for his favorite teams: the Vegas Golden Knights and the Seattle Seahawks. Recently, he has also taken up golf.

“This election is the greatest accomplishment of my career,” Elliott said. “I’m honored and grateful for the opportunity, and excited to see where this goes. I plan to bring my public service/customer service philosophy and work ethic to the IAPMO Board of Directors and be a conduit of information and service to our industry partners and membership. I believe in the IAPMO mission.”

David Gordon is an IAPMO-certified plumbing and mechanical senior inspector for the City and County of San Francisco. He has served on IAPMO’s Product Certification and Standards Review committees the past four years and serves as secretary for IAPMO’s Central California Chapter.

He began his plumbing journey in 2005 when he joined UA Local 38. Having known nothing about plumbing prior to joining, Gordon says
it has been, to say the least, an adventure. He was a foreman on multiple high rise buildings running cast iron crews, in wall crews, and trim crews. He also obtained several certifications during his 12 years in the field, including rigging and confined space training. After completing the apprenticeship in 2010, Gordon started as an instructor for Local 38. He graduated from the UA Instructor Training Program in Ann Arbor in 2017 and as of the Spring 2026 semester had spent 16 years as a Local 38 instructor.

“I am truly honored and humbled to be on the Board of Directors for such an esteemed organization as IAPMO and I look forward to helping IAPMO continue to lead the industry in any way that I can,” Gordon says.

A fifth-generation native of San Francisco, Gordon has been married to his wife, Katie, since 2004. Their daughter, Veronica, began pursuing a degree in kinesiology in 2026 at San Diego State.

When not working, Gordon enjoys fishing in the Russian River and watching Arsenal win the English Premier League.

Barry Ramsey is chief plumbing inspector for St. Louis County, Missouri, a post he’s held since 2012.

After starting his plumbing career working in commercial plumbing as an apprentice with Plumbers Local 35 in St. Louis (which later merged with Local 562 Plumbers & Pipefitters) in 1987, Ramsey’s apprenticeship was interrupted when his U.S. Marine Corp reserve unit was activated for the Gulf War (Desert Shield, Desert Storm) in November 1990. Ramsey’s unit was deployed to Saudi Arabia and Kuwait for nine months. Upon his return home, he completed his apprenticeship in 1992.

Ramsey became a part-time instructor in 1996, providing training to apprentices on various topics and later becoming a certified instructor through the UA Instructor Training Program in Ann Arbor, Michigan.

During his career journey, Ramsey has worked as a journeyman, foreman, general foreman, service plumber, project manager, estimator, and master plumber. In addition to his responsibilities as chief plumbing inspector, Ramsey also sits on the Plumbing Board of Examiners and Plumbing Code Review Committee.

An IAPMO member since 2012, Ramsey serves on the Education and Training and UPC Answers and Analysis committees, is an ASSE Backflow Certified Trainer and Proctor, and is the vice chair of IAPMO's DEI Task Group.

Ramsey has three adult children and enjoys golf, cooking and traveling in his spare time. He’s devoted more than 25 years volunteering with Rebuilding Together, working with members of the other trades and individuals who volunteer their time helping disadvantaged residents of the St. Louis County community with much needed repairs to their homes.

“I am honored to serve on the Board of Directors and plan to be a contributing member, striving to maintain IAPMO’s elite level of excellence and commitment to industry,” Ramsey says.

Tamara Kuykendall brings nearly three decades of hands-on experience in the plumbing and mechanical industry. As New Mexico’s Mechanical Bureau Chief within the Construction Industries Division (CID), she oversees the enforcement and interpretation of state mechanical and plumbing codes, ensuring public safety and industry compliance across a wide spectrum of projects — from residential inspections to high-profile commercial developments. 

Kuykendall's journey began as a plumbing apprentice in 1996, ultimately earning her journeyman certification in 2000. She spent 10 years working in the field, primarily on residential and light commercial projects. That foundational experience shaped her practical understanding of job site challenges and the importance of code compliance. In 2006, she joined the State of New Mexico as a mechanical/plumbing inspector, where she quickly advanced through the ranks to become chief mechanical/plumbing inspector in 2009. By 2022, she was appointed Mechanical Bureau chief, overseeing licensing, inspection processes, employee development, and code adoption and implementation statewide. 

Over the years, Kuykendall has conducted and overseen inspections on some of New Mexico’s largest and most complex projects, including expansions at the University of New Mexico Hospital, CNM campuses, and the Facebook Data Center in Los Lunas. Her role has extended well beyond inspection, however, as she has been deeply involved in drafting administrative rules, managing continuing education programs, training inspectors, and collaborating with stakeholders at every level of the construction process. Her commitment to professional development and industry integrity has earned her multiple awards, including Inspector of the Year. 

A respected leader in both state government and the broader construction community, Kuykendall has served as chair of IAPMO’s New Mexico chapter for four years and served as a sergeant at arms at the 2017 Education and Business Conference in Albuquerque. She is also active in organizations such as the Associated General Contractors Association and the American Subcontractors Association, and she frequently gives back to the next generation through her involvement with ACE Leadership School and Women in Construction events. 

Kuykendall's roots in the industry stretch back to childhood; her mother worked at a plumbing supply house, and her father held various roles in city and county government overseeing major construction projects. That legacy continues through her own family. Her husband, Trey, has also built a distinguished career in the mechanical industry and currently serves as director of Capital Projects at Yearout Mechanical. Their oldest daughter now works alongside him, continuing the family’s dedication to the trades. Their two other children are not in the industry… yet.

"Being elected to serve on the IAPMO Board of Directors is a great accomplishment,” she says. “I know I’m not the first woman to serve on the board, but I would never have imagined this could happen. 

“I will do my best to serve on the Board, learn from my fellow board members and complete the tasks that are expected of me, as well as hopefully being able to teach them. I have always found code interesting, and it has been part of my life for a long time, and to have this opportunity is truly great.”

Armando Pulido is a training officer and senior commercial plumbing inspector for the city of Los Angeles Department of Building and Safety (LADBS), a position he has held since 2019. He develops and presents plumbing training for commercial and residential inspectors, updates Standard Operating Procedures, and aids with questions from the public, material representatives, other municipalities and LADBS inspectors and management concerning code, permit, and general building and safety questions. He also assists in LADBS Training & Emergency Management Division operations including responding to emergency building assessments throughout the city as requested by such departments as police and fire. 

A first-generation plumber, Pulido graduated a five-year plumbing apprenticeship in 1995 as a member of Local Union 761 Plumbers, Pipefitters and Welders where he also served as the business agent. He taught apprentices and journeyman at the A&J Training Trust Fund, where he later held a position as the executive director.

He maintains his Journey Level Plumber, Journey Level Steamfitter/Pipe Fitter, UA Star Plumber Mastery, Residential and Commercial Plumbing Inspector and Residential Building Inspector certifications. Pulido also maintains a Los Angeles City Journeyman Plumber license, California CTC Plumbing Instructor credential and Cal EOS Safety Assessment Inspector/Trainer.

Pulido and his wife, Marlene, have been married and supported each other for 30 years, building a life together with their four children — Andrew, Aaron, Aiden and Annaliese. Andrew served in the Navy and is currently working on his master’s degree. Aaron served in the Marines and now enjoys working in the Juno, Alaska, wilderness with a mining company. Aiden is in high school competing on the swim and wrestling teams. Annaliese is in eighth grade and enjoys playing on multiple volleyball teams at the same time, keeping the family very busy.

In his free time, Pulido loves tackling home improvement projects and catching a good movie from a comfortable recliner at the theater. Most of all, nothing beats being in the stands cheering on his kids at their sporting events.

“I feel so fortunate that my career has allowed me to be involved with so many great people and organizations,” Pulido says. “The best part of my career has been the ability to help so many people. I feel like it was what I was meant to do. I was humbled to have been nominated, and I’m honored to be a member of the IAPMO Board of Directors. IAPMO has done some great things for this industry. It’s made up of exceptional people going back to its beginning in 1926 and I’m excited as I look forward to what is to come. I find myself a bit nervous hoping my experience will be a positive addition to this organization.”

Samuel Santos brings 22 years of dedicated experience in the plumbing trade to the IAPMO Board of Directors. A proud IAPMO member of six years, Santos has built a diverse and comprehensive foundation across both new construction and service departments, working with prominent contractors such as Way Engineering and Gulf States Plumbing, and spending five years maintaining critical systems at MD Anderson Cancer Center.

Transitioning to municipal and regulatory work, he dedicated 10 years to the city of Houston as a plumbing inspector and supervisor. A passionate educator, Santos has also spent 17 years shaping the next generation of tradespeople as a plumbing instructor for Plumbing Local 68 in Houston.

“I’ve learned from so many great plumbing craftsmen throughout my career,” he says. “Some were difficult. Others were unbearable. But in the middle were the few that built me into the plumber I am. And I thank them all.”

Guided by his personal motto — God, family, country, plumbing — Santos is humbly looking forward to bringing his extensive field, inspection, and teaching experience to the IAPMO Board.

Outside of his professional life, he has been happily married to his wife, Rosalinda, for 22 years, and they share two beautiful daughters, Monica and Gabriela. In his free time, Santos enjoys running RC cars, visiting the gun range, and barbecuing.

Jeremy Diaz is the business manager/financial secretary treasurer of United Association Plumbers Local 78 in Los Angeles. UA Local 78 has a rich history in the plumbing industry. It was chartered in 1892 and has been a champion of IAPMO since the association was founded in 1926.

Diaz is a proud second-generation UA member. He started his apprenticeship in 2006 and has held various offices including Finance Committee, Apprenticeship Committee and Executive Board member. In 2014, he started as an organizer for Southern California Pipe Trades and in 2016 he was elected as business representative and apprenticeship coordinator.

Diaz serves on various committees and boards such as:

• Los Angeles County Work Force Development
• board secretary for Women In Non-Traditional Employment Roles (WINTER)

Diaz became a member of IAPMO in 2014 and is currently chair of the Diversity, Equity and Inclusion Committee. He loves working with members, sharing information about the trade and how IAPMO is a vital part of our industry.

In his spare time, you will find him either at home barbecuing with his family and friends or on the softball field. He enjoys traveling and is an avid sports fan.

Rick Moreno is the president of Astro Mechanical Contractors, Inc., provider of construction services, products and solutions to commercial and federal government clients for more than 60 years and specializing in heating, cooling, ventilation, plumbing and general construction management.

A native southern Californian, Moreno advanced in his career from journeyman plumber to general foreman, project manager, operations manager and president/CEO. His vast experience has provided him with expert skills in the construction trades, project management, business development, contract negotiations, communications and leadership. An adaptive, hands-on leader, Moreno has ably navigated Astro Mechanical through both good and bad economic environments.

Moreno and his wife, Jenny, have been married over 40 years and have three children: Sabrina, Capri, and Jordan. In his spare time, he enjoys skiing, boating, traveling, classic cars and participating in his church, Shadow Mountain Community in El Cajon.

“It has been great serving on the IAPMO technical committee for the past three years,” he says. “Great organization with awesome people. I look forward to serving as a board member and continuing to support the leadership that works so hard to improve the quality of life for our great nation. The relationships I have developed have been priceless.

S.J. Peters has served as executive director of the Plumbing Contractors Association (PCA) of Greater Chicago since 2006. The PCA represents nearly 300 companies operating in Chicago and its 17 surrounding counties. In addition to his recent election to IAPMO’s Board of Directors in the fall of 2026, Peters holds leadership roles for several non-profit plumbing/mechanical/construction industry organizations:

• Officer and Board member for CISCO (Construction Industry Service Corporation), the labor/management cooperative covering six Chicago-area counties.
• Past president/current Board member for IMSCA (Illinois Mechanical & Specialty Contractors Association) comprised of 30-plus statewide signatory contractors’ associations that monitors and lobbies for legislation that is favorable and fair to union construction employers.
• Advisor to the UAC (Union Affiliated Contractors) of the PHCC National Association.

A graduate of Loyola University Chicago and an Illinois native, Peters’ career began in mass communications. After working on-air at several Chicago area radio stations, he next served as Communications Director for the Central Educational Network (CEN) of PBS-Midwest Region.

Prior to being hired by the PCA, Peters spent 16 years as the vice president and director of Communications for the United Food & Commercial Workers Intl. Union (UFCW Locals 881 and 1546) in Chicagoland, representing more than 70,000 members.

Peters and his wife Carrie are the parents of two grown daughters and reside in the western suburbs of Chicago.

“Joining the IAPMO Board of Directors was an unexpected yet proud moment for me, and a humbling experience,” Peters says. “My industry background will be diligently applied, and I am committed to doing my utmost to contribute as best I can to the ongoing impact IAPMO makes to bringing and maintaining clean water and safe sanitation both here and abroad.”

Daniel Rademacher is Immediate Past President of ASSE International and the Trades Education Network (VTEN) program manager for Viega. Rademacher has more than 30 years of experience in the industry and is an accomplished instructor with the United Association of Plumbers and Pipefitters and other industry organizations. In addition to being International President of ASSE, he also serves on its Product Standards and Professional Qualifications Standards Committees, among others. Rademacher is certified as a plumbing/mechanical inspector and plans examiner by the International Association of Plumbing and Mechanical Officials (IAPMO), and was IAPMO’s Industry Person of the Year in 2014. Rademacher has extensive experience using, implementing and interpreting the Uniform Plumbing Code, the Uniform Mechanical Code, International Plumbing Code, International Mechanical Code and International Fuel Gas Code. Prior to joining Viega, he had his own plumbing and mechanical code consulting firm in Butte, Montana.
